My husband and I were rebuilding our credit at the same time. I got the Wells Fargo secured and he got the Capital One secured. We both have been paying our bills in full and on time. 15 months later, I still had not graduated. I called customer service and was told to wait for 3 months. 3 months later nothing happened. This time, the rep explained that I need to get approved for an unsecured card before I can graduated. I do not believe her because from what I have read here and elsewhere, I know this is not true. In the meantime, I have gotten 3 unsecured cards with Chase, Citi and Discover (all with decent limits). I then decided to cancel the card.
My husband on the other hand had a much better experience with Capital One. He had to deposit $99 but got a $200 limit. 6 months later, his limit was bumped up to $500. After 13 months, he was graduated to an unsecured "platinum" card. Stay clear of Wells. Capital One is much better.

This has to be one of the worse secured card from a bank. I have had this card for two years. Paid on time always. Use only 20% of my limit. I still have not graduated and yet was told that I just have to be patient! In the meantime, I already have applied and was approved for a couple of unsecured cards.
