Both Milestone and Destiny require you to go through a pre-approval process with just a soft pull with no impact on your credit score. If you are approved, you will be shown the terms and conditions you will be offered and if you are happy with those terms, you can proceed to apply (this involves a hard inquiry).
As you can see from the table above, both cards offer a different versions and terms and conditions. However, many of those overlap and are essentially identical. For example, both have versions with $35 annual fee and are nearly identical. However, Milestone will give you a credit limit of either $300 or $700 whereas Destiny only has a $300 credit limit for the $35 annual fee version.
Milestone has a version with $99 annual fee while Destiny does not. Both Milestone and Destiny have versions with monthly fees from the second year onwards. Milestone has more of those but Destiny also have a couple which are identical to Milestone.

- Pre-approval Process - Both credit cards require you to go through a pre-approval process where they will do a soft pull without impacting your credit score. If you are are pre-approved, you will be shown the terms and conditions that you will be given. If you proceed with the actual application, this will involve a hard inquiry. Pre-approval is no guarantee of actual approval though your chances are pretty good.

Other Differences

Which is better? Milestone or Destiny credit card?
Based on the comparisons, I would say that both are essentially the same and I would call this a draw. If I wanted to to picky, I might give Milestone the slightly edge because they have slightly higher credit limits on some of their offers which have identical fees as Destiny. For example, for the $35 annual fee version, you might get a $300 or $700 starting limit with Milestone whereas if Destiny pre-approved you for the $35 annual fee version, your credit limit will only be $300.
To sum up, this duel is a tie.
