Below is the list of secured credit cards with the highest credit limits. Credit limits range from $25,000 to $100,000. All of these secured cards are from credit unions.

USE Credit Union Secured Credit Card

The University and State Employee (USE) Credit Union Secured Mastercard allows you to deposit up to $100,000 in a security deposit and hence get a credit limit of up to that amount. $100,000 is the highest credit limit we have come across so far. Chances are that you will never set aside this amount. But look at it this way, if you have a secured credit card with a really large limit, your credit limit will never be reduced. USECU is based in California and any state University employee can join and get this card.
