Default What purchase doesn't quailfy for TY points?

What purchase doesn't quailfy for TY points?
Do mortgage payments and PayPal donations earn TY Points?
How about condo maintinance fees or library fines?

When I call the ThankYou Network with questions about the points work, they answer me as if they have to find the answer on a page and then are reading it to me. This makes me feel like they don't know the answer for sure.

Example:
Question - "If I sign up this new credit card to pay for PayPal donations, do I earn ThankYou points on each donation?"
Answer - "Well, sir, it says that points are earned on all eligible purchases. Certain exceptions apply, and you will learn what they are after you receive your new card."

That's vague. The credit card companies know even less.

Most purchases, especially the types that you are talking about will earn TY points. Only things like cash advances will not earn points.
