Default Using Credit Card for ID

So I'm wondering if anyone has some solid info on this. In particular I'm hearing that in the State of Washington you can not record in any fashion the entire card number as means of ID. In other words I'm cashing a check for a customer and I need two pieces of ID with one of them being a Visa/Mastercard/Discover etc. I can't legally record the entire number of the card. At least that's what I'm hearing third hand. So anything from the horse's mouth. Thanx
