A while ago, Citibank started charging a balance transfer fees on introductory teaser 0% offers (when they had previously not charged anything at all).

There appears to be a change of heart now as they are now doing away with the balance transfer fees during the introductory 0% offer for certain cards. Below is a list of Citicards with 0% introductory balance transfer offers where you do not have to pay any balance transfer fee (at least for the 0% offer). You will notice that both student and business credit cards are on the list. Consumer cards will still be charged a balance transfer fee for any introductory offers.
