Part of the CARD act is that existing card balances cannot have their interest rate change after February 2010. So my question is does this also hold true for Variable rate cards? I have a balance that is at 6.24% on a card that has become variable. Does this mean after February that balance stays at 6.24%? Or is it going to change as well? I do understand from this article that the Variable rate cards new purchase rates can fluctuate, but I'm uncertain about the existing balance rule.
